Helicopters and Troops from Liberia to Ivory Coast - S/RES/1967 (2011)


The S/RES/1967 deals with details of inter-mission cooperation between the UN mission deployed in Liberia and in the Ivory Coast. In this sense, there is a discussion and determination of how the two mission will deal with the re-deployment of forces currently located in Liberia to the Ivory Coast, establishing deadlines and number of troops and equipment that is going from one mission to another. The arrangement has since been expanded at different times, but this resolution is part of this effort to exchange deployed forces.



Preamble

The resolution recalls its previous resolutions and the statements of its President related to the situation in the Ivory Coast and the subregion. It also recalls the letter of the Secretary-General with the temporary deployment of additional two thousand military personnel to the mission in Ivory Coast until June 30, 2011. It further recalls the inter-mission cooperation agreements under S/RES/1609, S/RES/1938 and S/RES/1962 that deal with redeployment of troops from Liberia to the Ivory Coast on temporary basis. It commends the initiatives of the Secretary-General and its full support for his Special Representative on the ground. The preamble still express concern over the continued violence and human rights violations in the Ivory Coast, while pointing out that it important to hold those responsible for crimes against UN personnel and civilians must be held accountable. The resolution acts under Chapter VII of the Charter.

Operative Clauses

The document decides to authorize the deployment of additional two thousand troops to the mission in the Ivory Coast until June 30, 2011. It also decides to authorize to extend until June 30, 2011 the temporary additional military and police capabilities that was granted under S/RES/1942. There is also the extension by up to four additional weeks the temporary redeployment from the mission in Liberia to the mission in the Ivory Coast of three infantry companies and two military utility helicopters, as well as three armed helicopters with their crews. In addition to the military personnel, they decide to deploy sixty formed police unit personnel.

The resolution requests the Secretary-General to review the temporary personnel deployments in the midterms review that is due to the Council. The document still decides for the immediate deployment of the additional capacities authorized under this resolution and it also reiterates the full support and authorization given to the Special Representative on the ground. It further demands that all parties abide by their obligations to respect the safety and freedom of movement of the mission and additional UN personnel. There is also a demand for a halt of the use of media to propagate false information related to the UN and the mission and incitement of hatred and violence. The resolution also reiterates the readiness to impose measures, including targeted sanctions against those who obstruct the work of the mission in the country. It further decides to remain seized of the matter.
