Mandate Extension for Iran's Panel of Experts - S/RES/1984 (2011)


S/RES/1984 address a bureaucratic role of the organization in extending the mandate of the Panel of Experts that deal with the sanctions established to try to change the behavior of the Iranian authorities. It is interesting to point out that the resolution does not mention the country or any other identifying elements. The relationship with the sanctions that Iran is under is established through the citing of previous resolutions that deal with the Iranian situation. Other than those references, there is little that distinguishes this specific resolution from other extensions of mandates of Panel of Experts.



Preamble


The resolutions recalls the previous resolutions that deal with proliferation in Iran, while also recalling the creation of the Panel of Experts under the direction of the specific Sanctions Committee that took place under S/RES/1929 (2010). It further recalls the interim and final reports by the Panel of Experts that were already presented and the methodological standards for reports contained in specific documentation. Additionally, it notes the importance of the credible, factual and independent character of the assessments, analysis and recommendation related to the Panel’s mandate. It closes the preamble acting under article 41 of the Charter and determining that proliferation continues to be a threat to international peace and security.


Operative Clauses


The resolution extends the mandate of the Panel of Experts until June 9, 2012 while requesting that it provides a midterm report on its work and a final report prior to the termination of the new mandate. It also requests that the Panel provide the Sanctions Committee a planned program of work no later than thirty days after the Panel’s appointment. Further it urges all States and interested parties to cooperate with the work of the Committee and of the Panel of Experts. It closes the document by deciding to remain seized of the matter.
