Cooperation between Peacekeeping Mission - S/RES/1992 (2011)


S/RES/1992 (2011) deals with an interesting aspect of cooperation between peacekeeping operations. The United Nations currently has missions deployed in bordering Liberia and Ivory Coast and there are issues in the region that are shared by the two missions. Some of these border issues are being addressed through inter-mission cooperation arrangements and by the exchange of military personnel between the two deployed forces.



Preamble

The resolution recalls its previous resolutions regarding the situation n the Ivory Coast, while also pointing out the inter-mission cooperation agreements that are regulated by other UNSC resolutions. It also recalls the letter of the Secretary-General on the fragile security situation in the Ivory Coast and its Liberian border and that assets deployed from the mission in Liberia to the mission in the Ivory Coast play an important role in their ability to carry out the mandate. The preamble further welcomes the joint operations planning implemented by the two missions and the temporary redeployment. It also recalls that the mandate of UNOCI, the mission in the Ivory Coast, has already been extended in July 31, 2011 on S/RES/1981 and it acts under the Chapter VII.

Operative Clauses

The resolutions authorizes the Secretary-General to extend until September 30, 2011 the redeployment of three armed helicopters with crews from the mission in Liberia to the mission in the Ivory Coast. It also requests that the Secretary-General provide and updated analysis and recommendations on the inter-mission cooperation arrangements. It decides to extend the deployment of additional 2,000 military personnel to the mission in the Ivory Coast, for which it requests the support of contributing countries to achieve that number. It caps the resolution by deciding to remain seized of the matter.
