Extension of Panel of Experts - Sudan - S/RES/1982 (2011)
S/RES/1982 is one of the simplest resolutions possible at the United Nations Security Council. It extends the mandate of a Panel of Experts appointed in 2005 and renewed several times before. In this case it is a Panel that deals with issues related to the situation in Sudan. In this regard, it is one of the bureaucratic necessities that existed in the UN system to allow one of its parties to have a longer shelf-life.
Preamble
The resolution recalls its previous resolutions and statements from the Council’s President on the situation in Sudan. It furthers recall the interim report by the Panel of Experts on their ongoing work. It also determines that the situation in Sudan continues to be a threat to international peace and security and therefore the resolution is based on the Chapter VII of the Charter.
Operative Clauses
The resolutions reaffirms the importance of the measures that have been taken by the United Nations to establish the sanctions regime that is currently in place in Sudan. It further decides the extend the mandate of the Panel of Experts until February 19, 2012 in the same terms from resolutions that address Sudan recently, such as S/RES/1945 (2010). It also requests the panel to provide a final report no later than thirty days prior to the termination of the renewed mandate, before deciding to remain seized of the matter.
